General Law of Ecological Balance and Environmental Protection (Ley General del Equilibrio Ecológico y la Protección al Ambiente, LGEEPA) establishes in its Article 28 that the environmental impact evaluation is the procedure through the environmental authorities establishes the conditions that must be observed by works and activities that may cause an environmental unbalance, or those that could exceed limits or condition established on regulations to protect the environment as well as to preserve or restore ecosystems in order to avoid or to reduce to its minimum negative effects on the environment.
